Brand might play a factor too. Different brands might be sized differently, or they might use stretchier fabric. Experimenting around with different brands might be a good idea.

If those TWs are brand new, they might take some stretching before they can go all the way over your head. Or you just might need to go with bigger undies. Mine are 4 sizes bigger and they still don't stretch far enough.

got some tw's for a self atomic 3 sized bigger than my own but they just wouldn't give for some reason for the atomic the first time and I literally pulled a muscle in my neck trying LMAO

Gonna hop in the shower, then do some more wedgies in my XXL tighty whities to see if I can stretch them out a bit more for a hopefully future atomic wedgie.
